To the commerce departments, development and reform commissions, industry and information technology departments, finance departments of all provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, and Xinjiang Production and Construction Corps, as well as the Guangdong branch of the General Administration of Customs, Tianjin and Shanghai special offices, all directly affiliated customs, all directly affiliated entry-exit inspection and quarantine bureaus, and relevant enterprises:
The automotive industry is an important pillar industry of the national economy. After rapid development in recent years, the export of automotive products has become an important component of China's automotive industry and an important carrier for transforming the growth mode of foreign trade. To cope with the impact of the international financial crisis, in accordance with the overall requirements of "maintaining growth, expanding domestic demand, and adjusting structure", implement the plan for adjusting and revitalizing the automobile industry, and promote the sustained, healthy, and stable development of China's automobile and parts exports, the following opinions are proposed:
1、 The current situation and challenges faced by China's automobile product exports
After more than 50 years of development, China's automobile industry has basically established a relatively complete automobile production system. With the promotion of reform and opening up policies, strong domestic market incentives, and the joint efforts of the automobile industry, it has achieved rapid development. Currently, China has become the world's second largest producer of automobiles. In recent years, China's automobile and parts exports have also shown a rapid development trend, with an average annual growth rate of nearly 50% from 2001 to 2007. In 2008, the export of automobile products reached 30.2 billion US dollars. However, overall, there is still a significant gap between China's automobile and parts exports and those of developed countries and emerging industrialized countries (regions). Currently, it is still in its infancy, and problems such as extensive export operations, lack of brand and marketing networks, weak independent innovation capabilities, low added value of exported products, and urgent need to strengthen intellectual property protection have constrained the development of automobile product exports. Since the second half of 2008, due to the impact of the financial crisis, the problems in China's automobile product exports have become more prominent, with a significant decline in exports, and China's automobile product exports are facing a severe situation.
At the same time, it should also be noted that China's international comparative advantage in automotive products still exists, and there is enormous potential for demand in the international market. To actively respond to the financial crisis, practical and effective measures must be taken to promote the sustained and healthy development of China's automobile and parts exports.
2、 Guiding ideology and development goals
(1) Guiding ideology. According to the overall requirements of the "Plan for Adjustment and Revitalization of the Automotive Industry", we will fully implement the Scientific Outlook on Development, vigorously implement the strategy of exporting automotive products, expand the export of automotive products with independent intellectual property rights and independent brands, enhance the independent innovation capability of enterprises, increase the strength of structural adjustment, accelerate the transformation of the growth mode of foreign trade exports, improve the efficiency and quality of export growth, and promote the sustained and healthy development of China's automotive product exports.
(2) Development goals. Strive to achieve an average annual growth rate of 10% for automobile and component exports from 2009 to 2011; By 2015, the export of automobiles and parts will reach 85 billion US dollars, with an average annual growth rate of about 20%; By 2020, achieve the strategic goal of China's automobile and parts exports accounting for 10% of the world's total automobile product trade.
During the later stage of the 11th Five Year Plan and the 12th Five Year Plan period, we will continue to consolidate the traditional mid to low end market of vehicles in developing countries, expand the overseas supporting market of automotive parts and the mid to high end market of developing countries, and steadily enter the mid to low end market of vehicles in developed countries. Efforts will be made to cultivate multinational automotive and parts enterprise groups in China with strong technological innovation capabilities and independent core technologies. Strongly support the export of independent brand automotive products.
To this end, efforts should be made to promote five transformations in the export structure of automotive products:
——Export product structure. Promote the shift in the export of complete vehicles from commercial vehicles such as cargo trucks and chassis to passenger cars and commercial vehicles such as economy sedans and large, medium, and small buses. Promote the transformation of component exports from mainly mechanical products to mainly electromechanical and electronic products. Actively support the export of energy-saving and new energy vehicle products.
——Export market structure. The export market for complete vehicles is gradually shifting from the mid to low end market in developing countries to the mid to high end market; The export market for components has shifted from mainly focusing on after-sales and maintenance markets to entering the global supply chain (ODM, i.e. OEM, i.e. OEM, i.e. ODM) market of multinational corporations.
——Export trade structure. Promote the transformation of automobile exports from a single product export to a combination of product, technology, and capital output.
——Export enterprise structure. Promote the transformation of automobile export enterprises from pure import and export oriented enterprises to marketing oriented enterprises.
——The main structure of after-sales service. Promote the transformation of automobile exports from relying on importer sales networks to independent marketing systems.
3、 Accelerate the construction of national automobile and parts export bases, and enhance the technological foundation for automobile product exports
(1) Develop a plan for the development of export bases. According to the national plan for the adjustment and revitalization of the automobile industry, combined with the development status of export bases, a long-term plan is proposed to accelerate the construction of export bases. Strive to build the national automobile and parts export base into a demonstration base for independent innovation, standardized export order, and protection of intellectual property rights in China's automobile industry, and an important carrier for the transfer, international exchange, and cooperation of the world automobile industry.
(2) Encourage independent innovation and technological transformation of export base enterprises. Key support will be provided to base enterprises for technological innovation, technological transformation, and the development of new energy vehicles and key components.
(3) Increase support for public service platforms. Accelerate the construction of export bases in accordance with the requirements of the "Management Measures for National Automobile and Parts Export Bases". Support the establishment of public service platforms such as technology research and development, information services, product certification, inspection and testing, and personnel training for export bases.
4、 Encourage enterprises to utilize financial instruments to enhance their international competitiveness
(1) Actively leverage the role of export credit insurance, guide enterprises to fully utilize export credit insurance to actively explore markets, and reduce business risks.
(2) Encourage financing guarantee institutions to provide guarantees for enterprises to apply for loans from commercial banks. Simplify underwriting and claims procedures, and encourage commercial insurance institutions to expand product liability insurance coverage for automobile exports.
(3) Strengthen cooperation between automobile enterprises and various financial institutions, and build a new financing platform for automobile product exports. Fully utilize measures such as import and export buyer and seller credit.
(4) Improve the functions of overseas branches of Chinese financial institutions, provide customer and buyer bank credit consulting services to export enterprises, and provide financing and loan support to overseas distributors and end users.
5、 Encourage enterprises to enhance their independent innovation capabilities and optimize their export product structure
(1) Support automobile manufacturing enterprises to strengthen the construction of research and development systems, encourage enterprises to establish overseas research and development centers, and develop new products and technologies with independent intellectual property rights based on the digestion and introduction of technology. Encourage enterprises to actively introduce foreign technology, talent, and marketing networks, master key components and related technologies through mergers and acquisitions at home and abroad, and improve research and development capabilities.
(2) Actively guide the export of energy-saving and new energy vehicle products. Support enterprises to accelerate research and development of new vehicle power batteries and new hybrid vehicle products. Support the promotion of pure electric vehicles and guide the promotion of hybrid electric vehicles.
(3) Guide enterprises to adopt advanced technology standards at home and abroad, actively integrate with the international standard system, promote international safety, quality, and standard certification of products, and support enterprises to participate in the formulation and revision of national and international standards.
(4) Integrate research and development resources and scientific research capabilities, establish mechanisms for division of labor, cooperation, benefit sharing, and common progress, encourage research institutes and industrial clusters to strengthen industry academia cooperation, and actively attract multinational corporations to establish research and development centers, procurement centers, and regional headquarters in China.
(5) Vigorously implement brand strategy. We will focus on developing a group of products and enterprises with high technological content and great market potential, and support enterprises in carrying out overseas registration and protection of trademarks and intellectual property rights.
6、 Strengthen intellectual property protection, actively respond to and resolve trade frictions
(1) Strengthen the construction of integrity system and establish a directory of Chinese automotive parts suppliers. Publicize and recommend automobile and parts export enterprises with good credit conditions to international buyers and foreign industry associations in a certain way. Strictly crack down on counterfeit and shoddy behavior, protect intellectual property rights, and safeguard honest and trustworthy enterprises.
(2) Actively respond to and resolve international trade frictions. Accelerate the establishment of a warning mechanism for trade frictions in China's automotive products. Closely track, collect, and organize information related to trade frictions in foreign automotive products. Give full play to the role of intermediary agencies, organize enterprises to prepare and respond early, and maximize the protection of the rights and interests of our automobile export enterprises.
(3) Accelerate the establishment of a technical trade measures system that complies with internationally recognized rules, and improve the notification and coordination mechanism. Closely track, collect, and organize certification and technical regulatory information related to foreign automotive products, guide enterprises to organize production in accordance with international rules and advanced standards, and enhance international competitiveness.
(4) Actively promote bilateral mutual recognition of product inspection results with other countries based on the principle of mutual benefit, and systematically promote the signing of intergovernmental mutual recognition agreements for automotive products with regions with great growth potential for China's automobile exports, such as the Middle East, Eastern Europe, Africa, and Central and South America.
(5) Further improve and standardize the order of automobile exports. The Ministry of Commerce, in conjunction with relevant departments, will improve relevant measures and standardize the order of automobile exports in accordance with the goals of industrial restructuring.
7、 Vigorously implementing the "going global" strategy and increasing efforts to explore international markets
(1) Encourage enterprises or inter enterprise alliances with comparative advantages to invest abroad, establish factories and sites overseas, expand overseas production scale, get closer to sales markets, and drive the export of automotive products, technologies, and services.
(2) Support enterprises to establish and improve their overseas marketing system. Encourage enterprises to establish overseas marketing centers and networks through various forms, and improve the supply and maintenance service system of spare parts for exported products. Actively guide enterprises to increase investment in brand building in the international market.
(3) Intensify efforts to promote trade. Organize targeted enterprises to participate in internationally renowned exhibitions to showcase the development level of China's automotive parts technology. Following the principles of specialization, internationalization, and marketization, we will continue to run the China International Auto Parts Expo well.
(4) Fully utilize multilateral and bilateral cooperation mechanisms to promote international cooperation and exchanges among automotive parts enterprises. Select several markets with strong complementarity to China's mechanical and electrical product trade, organize automobile and component enterprises to conduct targeted exchanges and cooperation by industry and project, and support enterprises to increase cooperation in research and development, introduce advanced technology, equipment, and talent.
8、 Strengthen the construction of service system and comprehensively improve service level
(1) Following the principle of mutual benefit and win-win, actively explore the organic integration of industry, trade, and logistics operation mode, vigorously promote the establishment of long-term strategic cooperation alliances between domestic automobile export production enterprises and domestic shipping enterprises, and create China's ocean going automobile transportation fleet.
(2) Vigorously implement trade facilitation. By comprehensively utilizing various convenient measures such as classified management, classified customs clearance, scheduled customs clearance, and guarantee inspection and release of enterprises by customs, the efficiency of goods clearance can be improved. On the basis of implementing classified management measures for commodity inspection of automobile export enterprises, further strengthen the supervision of exported automobile products, help enterprises improve their quality and safety levels, and actively promote the exemption of automobile product inspections.
(3) Strengthen training services. Select my main export target markets and potential markets, organize experts to train export enterprises on policies, regulations, technical standards, certifications, investment environment, and market conditions, and guide them in conducting foreign trade and overseas investment.
(4) Fully leverage the role of overseas business institutions. All overseas business institutions should actively promote bilateral and multilateral economic and trade cooperation, help export enterprises cope with trade frictions and explore international markets.
