To the commerce authorities of all provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, and Xinjiang Production and Construction Corps:

In order to further regulate the export order of automobiles and motorcycles, in accordance with the "Notice of the Ministry of Commerce, Ministry of Industry and Information Technology, General Administration of Customs, General Administration of Quality Supervision, Inspection and Quarantine, and State Administration for Market Regulation on Further Regulating the Export Order of Automobile and Motorcycle Products" (Shang Chan Fa [2012] No. 318), the relevant requirements for the declaration of automobile and motorcycle export licenses in 2024 are hereby notified as follows:

1、 Declaration Form and Process

（1） In order to optimize the enterprise application process and improve the level of digital management, this year we will carry out the relevant work of automobile and motorcycle export license application online.

（2） Production enterprises can log in to the enterprise end of the automobile and motorcycle export license application system, fill out the application form, upload relevant supporting materials, and submit them to the local commerce department for review. Enterprises can check the audit progress, public announcement results, and announcement list online.

（3） Local commerce authorities can log in to the local management end of the automobile and motorcycle export license application system, conduct preliminary verification of local enterprise application materials, compile and summarize the application situation of local enterprises, and report it to the Ministry of Commerce. The local commerce regulatory department can query the review progress, public announcement results, and announcement list in the system, calculate and export the application status of local enterprises, and conduct a secondary review of the modified materials submitted by enterprises with objections during the public announcement period and report them to the Ministry of Commerce.

（4） Enterprises and local business regulatory departments can download user operation manuals on the system login page.

2、 Regarding requirements

（1） The online declaration system for 2024 will be launched on September 18, 2023. Please organize and guide local business authorities to ensure that local enterprises complete online declaration work and truthfully and accurately fill in relevant information. The Ministry of Commerce will verify the authenticity of the relevant application materials. If it is found that the enterprise provides false materials, it will be notified, warned, suspended or cancelled from engaging in the export of automobiles or motorcycles according to relevant regulations, depending on the situation.

（2） The competent commerce departments in various regions shall complete the initial verification of the export license application materials for automobile and motorcycle enterprises and submit them online to the Ministry of Commerce before October 8, 2023. The paper materials shall be submitted to the Administrative Affairs Service Hall of the Ministry of Commerce (please indicate the words "Application Materials for Automobile and Motorcycle Export License" on the mailing list).

（3） The paper materials submitted by local commerce authorities to the Ministry of Commerce include:

1. Overall situation of local automobile and motorcycle enterprises applying for export licenses;

2. Enterprise Application Summary Form (exported from the Automotive and Motorcycle Export License Application System, template attached);

3. If the commerce authorities of relevant provinces and autonomous regions in border areas recommend border trade enterprises, they need to provide relevant materials of the enterprises (temporarily not declared through online systems), as well as the export business situation of the recommended border trade enterprises in the previous year.
