Develop and introduce technical standards for passenger car container transportation.
Opinions suggest encouraging overseas research and development cooperation. The healthy development of trade cooperation in new energy vehicles is conducive to promoting the transformation and upgrading of the automotive industry, and plays an important supporting role in stabilizing the scale and optimizing the structure of foreign trade. In order to thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, and promote the healthy development of trade cooperation in new energy vehicles, with the approval of the State Council, the following opinions are proposed:

Guide new energy vehicle and power battery production enterprises, as well as logistics enterprises, to do a good job in export transportation declaration in accordance with relevant regulations on dangerous goods transportation by waterway, regularly provide training to relevant enterprises, and improve declaration efficiency. Support ports in the Yangtze River Delta, Pearl River Delta and other regions to enhance their specialized berth capacity for roll on/roll off, encourage shipping companies to increase the frequency of roll on/roll off ships for new energy vehicles and open up new routes, and accelerate the opening of multiple ports for new energy vehicles to go global. Give full play to the role of the logistics guarantee mechanism, increase monitoring of the transportation situation at our port, and ensure the safe, smooth, and efficient export of new energy vehicles. Insurance institutions engaged in export credit insurance business shall reasonably set the risk tolerance for export credit insurance in industries such as new energy vehicles and power batteries in accordance with the principles of marketization and rule of law. Encourage insurance institutions engaged in export credit insurance business to actively expand the underwriting of the new energy vehicle industry chain and continuously optimize innovative products and services, under the premise of legal compliance and controllable risks. Encourage qualified insurance institutions to actively provide credit investigation and country risk research services to banks and related enterprises. (10) Enhance the awareness and ability of enterprises to hedge against foreign exchange rates. Encourage banking institutions to optimize foreign exchange products, proactively provide advanced services, and better meet the exchange rate hedging needs of new energy vehicle and power battery enterprises. Local and industry organizations provide public services such as training and consulting on exchange rate hedging for new energy vehicle and power battery enterprises, guiding them to establish a neutral concept of exchange rate risk. Trade promotion agencies and industry organizations should strengthen coordination and service guarantees. Encourage regions and industry organizations with conditions to hold brand promotions in key overseas markets, and support enterprises in building globally renowned brands. Local trade promotion agencies and industry organizations support new energy vehicles and their supply chain enterprises to participate in domestic and international exhibition platforms such as the China International Import and Export Fair, shaping the image of Chinese manufacturing and expanding international cooperation space. (13) Strengthen support for public platforms.
